[openstreetmap/openstreetmap-website] Deleting a relation (and just that) creates a changeset without a bounding box (#2020)

Actually it does consider top level ways and nodes but doesn't recurse into relations. The code is https://github.com/openstreetmap/openstreetmap-website/blob/master/app/models/relation.rb#L373. Still trying to understand exactly what members it considers in the case of a deletion.
