[openstreetmap/openstreetmap-website] Update translation keys for renaming of user to users (22af018)

@simonpoole found the first one while testing his terms of use patch and I then did `git fgrep "'user."` and `git fgrep '"user.'` to find the others.

As you say, there must be test cases missing or we would have found them before.
