[openstreetmap/openstreetmap-website] Retire irc.openstreetmap.org from links, use webchat.oftc.net (#1981)

Yeah, I wasn't sure whether to open it on operations or here - I decided to try here because the website is probably bringing most people, and we should retire cgiirc only once that's no longer the case. Can we tell from the http referers on irc.openstreetmap.org where people are coming from?
