[openstreetmap/openstreetmap-website] Add banner against EU Copyright Directive (#1979)

As @Nakaner points out on his [mailing list post](https://lists.openstreetmap.org/pipermail/talk/2018-September/081390.html), this is a political statement rather than a routine banner. I have my own opinions on whether we should show the banner, but I also believe that it's more appropriate for the OSMF Board to make the decision on this topic.
