[openstreetmap/openstreetmap-website] reporting a comment should copy the details to the reporter (#1971)

There is already feedback that your request has been received - it comes up as a flash message on the next page.

I want to avoid the reporting system turning into a full-fledged bugzilla or ORTS or similar, particularly from the point of view of the reporter. I feel that creating the report should be the end of the matter. Something quick and simple and then you can forget about it and trust the moderators to deal with it appropriately. In particular I don't want anyone assessing how quickly the moderators respond, or complaining that they reported something "over half an hour ago", or they reported something and now they want to complain about the response, and so on.
