[openstreetmap/openstreetmap-website] add bulk_upload (#1995)

It’s probably not a bad idea to have a roughly similar logic in both rails and cgimap, so I wouldn’t discard the idea right from the start based on what’s going on in cgimap. There’s a number of corner cases, and cross validating different implementations would be use case which comes to mind.
