[openstreetmap/openstreetmap-website] Update install guide for 18.04 (#1999)

The [install guide](https://github.com/openstreetmap/openstreetmap-website/blob/1ebd7ca9b00949ab13bd151f5eedeee3d34b34b0/INSTALL.md) currently say:

> These instructions are based on Ubuntu 12.04 LTS, which is the platform used by the OSMF servers.

That's quite outdated! The OSMF servers are now on 18.04 LTS. Moreover, 12.04 is somewhat unlikely to be what a developer is running on their own system!

We should update the installation guide to be for 18.04
