[openstreetmap/openstreetmap-website] Unable to open changeset in new browser tab when there's no comment (#2005)

Hi

I'm unsure if this is a website or iD editor problem
https://www.openstreetmap.org/user/jdselby/history#map=2/-12.8/-33.1
As you can see there the comments section is blank, which makes it impossible to open the changeset in a new browser tab. When editing in P2, a (no comment) comment is added. Is this added by the website or P2?
