@tomhughes: I ported it to MS-SQL, that's why, and it requires the foreign key to be of the same type. 
Quite franky, I don't see why postgre doesn't require this, because if I have a user-id > int32.maxValue, there will be an error, because you can't insert a 64-bit number into a 32-bit number. 

This seems to be more like an overlooked bug than a feature - courtesy of PostgreSQL.
