[openstreetmap/openstreetmap-website] Don't let users get too close to the poles (#2147)

Start in Australia and move south on the map.
You'll see we enter the never ending world of the Mercator Projection, always getting closer to the pole but not quite. Seems like a lot of work for the servers...
Compare this with Google. At least they "put an end to the nonsense" with a circle of white beyond 85 degrees...
