[openstreetmap/openstreetmap-website] Add OpenLocationCode to OSM website (#1807)

* I don't like arguments and this has already become one, so I've been avoiding it.
* I only have a limited amount of time to spend working on openstreetmap-website, and most of that goes into other tasks. Between my own goals for the project, 300+ other issues and 40+ pull requests, it's easy to de-prioritise this one.

But I haven't made any decisions on this proposal - it's not like I secretly disapprove and am hoping it goes away, I just have been working on other things.
