Have you configured your Apache server with mod_tile and the requisite
LoadTileConfig or AddTileConfig lines? Does a simple
"http://localhost/hot/0/0/0.png" request work in the browser?

Perhaps switch on network debugging in your browser, maybe there's some
component somewhere that tries to download a Javascript resource from
the web still?
