[openstreetmap/openstreetmap-website] truncate will remove users (#2112)

FWIW, I frequently use `truncate table changesets cascade;` to clean up my local changesets, [old] nodes, ways, relations,. It keeps all user accounts around, but removes any "mapping related" data.
