[openstreetmap/openstreetmap-website] Replace augment.js with a modern set of polyfills where needed (#2125)

Please use a blacklisting (=> special code for IE) instead of this browser white listing approach. There are much more browsers than these five. I would assume that these unknown browser are modern enough.
