[openstreetmap/openstreetmap-website] Error in bundle exec rake db:create (#2292)

try to login:
psql -U postgres
you might get an error anyway, but if it is because of a missing database,
you have the service running, if it is something like "could not connect to
server" it likely means the service is not running.
