[openstreetmap/openstreetmap-website] Error in bundle exec rake db:create (#2292)

I reduced the errors to only 3.
The first and second errors are about duplicated accounts created, and the last is an failure as shown in the link below

Is it something I need to worry?
The localhost:3000 is already showing the map
