[openstreetmap/openstreetmap-website] Describe better turn restriction relations in reltion list (#2314)

For example in https://www.openstreetmap.org/changeset/72289779#map=18/49.54883/21.85114 turn restriction [relation](https://www.openstreetmap.org/relation/9799932) is described as

> 9799932, v1

It would be much better use "only right turn" or something similar instead of numeric id.
