[openstreetmap/openstreetmap-website] Add styling to make the /help page more approachable (#728)

I like this idea, as I've discussed on #2321. But unfortunately this PR has gone stale over the last few years, both in terms of merge conflicts, and also because the list of links on the page has grown considerably.

I'd be very happy to see an updated PR along these lines, perhaps with cards without the images as a first step, and happy to see more discussion on #2321 too.
