[openstreetmap/openstreetmap-website] Deprecate and remove expand_bbox call (#2316)

Many items are in #32 but we do have a few other, more wide-ranging ideas on a DWG-internal wiki page. Happy to filter, format & post them somewhere but I don't know what the best place is - unsure if this repo is the right place for "wishiist" issues that might or might not get worked on in the next couple of years?
