[openstreetmap/openstreetmap-website] Allow moderators to hide diary entries and comments (#2226)

Probably nothing from a policy point of view, beyond ensuring that DWG understand what is happening and what is expected.

I haven't done a technical review - one question I guess is whether the change from #2248 should apply to moderators as well.
