[openstreetmap/openstreetmap-website] A Static JS file can never receive a 304 Not Modified (#2263)

I've checked with the senior Network Engineer at Information Services Division at University College London, and he has confirmed just now via email that for this file *“although we host the servers their management is all done externally”* and has directed me back to OSM.

This file's *Content Negotiation* is not fixed by the *Last-Modified fix* that has solved it for all other static files. This one just needs an active `cache-control` + `Expires` value providing & we will be good.

Will you sort that, please?
