[openstreetmap/openstreetmap-website] [WIP] Add docker support (#2272)

Can someone please explain what the "UNIX socket vs Docker TCP
connection issue" is all about? I am not a deep Docker expert, but I
have some experience (including Kubernetes and OpenStack) and know a lot
about UNIX, Linux and networking, but my brain can't imagine what this
is actually about.
