[openstreetmap/openstreetmap-website] Error in bundle exec rake db:create (#2292)

I'm trying to install OSM-Website in a Ubuntu Bash in Windows 10 and when I run the command:
`bundle exec rake db:create`
It gives me error:

There is also a txt file uploaded for the full error with the --trace command.
