[openstreetmap/openstreetmap-website] Add banner against EU Copyright Directive (#2182)

The OSMF board has just passed a circular resolution in favour of adding a protest banner to the openstreetmap.org website, so there shouldn't be any non-technical issues preventing this pull request from being merged.
