[openstreetmap/openstreetmap-website] Forcing English language error response for /api/0.6/user/details (#2227)

@mmd-osm ah that, but turning it on doesn't actually produce structured error messages (aka you still need to parse free form text to determine elements etc for conflicts and the like), so is rather pointless from an editor pov.
