[openstreetmap/openstreetmap-website] Remove SWF gpx trackpoints feature for Potlatch1 (#2228)

I see it more as an issue of abusing that endpoint outside of Potlatch (it's just a URL to call, after all). That's why I thought we'd be better off getting rid of it altogether.
