[openstreetmap/openstreetmap-website] Add static code checks in Travis CI (#2229)

So we can't possibly take this with dozens of outstanding failures - at the very least you would need to "fix" those first before we can consider this.

That said, there is a reason I put fix in quotes, because many of it's complaints look pretty dodgy to me. I suspect there is a high false positive rate here...
