[openstreetmap/openstreetmap-website] add "edit" button to mobile version (#2233)

here’s iD on an iPhone7, the smaller screen phone, in landscape.  It would be somehow working, although I would not suggest it for the novice editors. A user setting would be great (enable editing on mobile phones, experimental), which defaults to no.
There’s a problem with scrolling the sidebar, but it doesn’t seem a big issue to solve.
