[openstreetmap/openstreetmap-website] Include Level0 in the edit menu (#2391)

@dieterdreist you don't have to copy and edit an id — the full URL would work.

If we decide on somehow referencing Level0 from the website, I'd prefer it to be a like near "download XML" on node/way/relation panels.
