[openstreetmap/openstreetmap-website] Diff upload does not allow forward references to placeholders (#1465)

I added a note to https://wiki.openstreetmap.org/wiki/API_v0.6#Diff_upload:_POST_.2Fapi.2F0.6.2Fchangeset.2F.23id.2Fupload, explaning that forward referencing of placeholder ids is not permitted.

As CGImap implements the same logic as the Rails port, and this isn't going to change in the near future, I'd suggest to close this issue.
