[openstreetmap/openstreetmap-website] Limit number of edits per user and day (#2342)

I have outlined in the cgimap issue, why should be dealt with exclusively on the Rails side at this time: 

1. Quota check should be done when creating a new changeset, which is on Rails
2. Quota maintenance requires a UI and a database table with configuration settings -> Rails
3. UI for users to extend their quota requires a UI -> Rails
