[openstreetmap/openstreetmap-website] Allow administrators to see deleted diary comments (936967d)

It would be better to use the permissions system here, rather than hardcoding the specific role. So for example `unless can? :unhidecomment, DiaryEntry` - that way if we grant `:unhidecomment` ability to another group in future, it'll work for them too.
