[openstreetmap/openstreetmap-website] Add docker support (#2272)

I took a run at improving on this PR by adding my own knowledge of Docker best practices along with some of the recommendations in this PR. I created PR https://github.com/openstreetmap/openstreetmap-website/pull/2406 which allows you to very quickly have the Rails app up and running using docker-compose.
