[openstreetmap/openstreetmap-website] Add Docker Compose Support for Development Environment (#2409)

@jalessio Maybe write an OSM diary entry (or similar) explaining what this is and how it would be useful to people - explain why would they benefit from having a local copy of this code, and what Docker is and how that helps them to do that?  I appreciate that there's some of that at the top of https://github.com/openstreetmap/openstreetmap-website/pull/2272 , but a bit more info would also be useful.
