[openstreetmap/openstreetmap-website] Add reference to settings.local.yml-file in installation.md (#2374)

There seems to be an easy solution that does not have negative side effects. So I suggest to add it to the installation instructions until https://github.com/openstreetmap/openstreetmap-website/issues/2185 has a more permanent solution. 

Once https://github.com/openstreetmap/openstreetmap-website/issues/2185 is solved, this commit should be reverted.
