[openstreetmap/openstreetmap-website] Language switcher on the homepage (#1115)

Yup, it looked like there was some disconnect between the comments from five years ago and the ones from this morning. `https://www.openstreetmap.org/user/{user}/account` has a “Preferred Languages” text box that @AntMadeira calls out as a space for a control.
