[openstreetmap/openstreetmap-website] Add rubocop-minitest (#2590)

I found this gem recently while investigating other things, and I think it makes sense to add it. I've updated the `rubocop_todo.yml` file with the currently failing tests, so this PR is just to add the gem. Changes to the test suite will be added in future PRs.
