[openstreetmap/openstreetmap-website] Added banner for OpenStreetMap 16th birthday (#2752)

Replaces https://github.com/openstreetmap/openstreetmap-website/pull/2746 with a banner of 350px width, as [specified](https://github.com/openstreetmap/openstreetmap-website/blob/master/FAQ.md#how-do-i-create-a-banner-to-promote-my-openstreetmap-event), and some changes in the image.
