[openstreetmap/openstreetmap-website] Allow deleting of own comments (#1849)

[Here](https://www.openstreetmap.org/user/jidanni/diary/393710#comment48037) we see that an editing accident put A's words in B's mouth, with no way to edit or delete it, no matter how well meaning the editor is.
