[openstreetmap/openstreetmap-website] Add Docker Compose Support for Development Environment (#2409)

Update: I rebased this PR on master branch added a note about running `yarn`.

I separately tried a few options for putting the Node module installation steps right into the `Dockerfile` ([here](https://travis-ci.org/github/migurski/openstreetmap-website/builds/748427428), [here](https://travis-ci.org/github/migurski/openstreetmap-website/builds/749307618), and [here](https://travis-ci.org/github/migurski/openstreetmap-website/builds/749313792)) but could not figure out a way to install globally and recognize the results. If any has advice on this, I’d love to hear it.
