[openstreetmap/openstreetmap-website] Add Docker Compose Support for Development Environment (#2409)

The `USER` definition in the Dockerfile seems like overkill to me: bundle and yarn installs are the only things that might come after it. Running the site as a non-root user (@hiddewie’s link) does make sense if it can be made to match OSM’s production installation. Any advice on that, @mmd-osm?
