[openstreetmap/openstreetmap-website] Add Docker Compose Support for Development Environment (#2409)

Running as root has the advantage of making the Docker config portions shorter, which might positively influence @tomhughes or @gravitystorm’s decision to commit this PR, supporting an easy dev environment in the default branch, and trusting that changes made by participants using Docker are trustworthy.
