[openstreetmap/openstreetmap-website] Add Docker Compose Support for Development Environment (#2409)

I’m expecting to leave this PR as-is for the moment, not seeing a compelling recommendation on how to change it just yet.

Andy, I think the suggestions from last year leading to the `changes requested` label have been mostly addressed at various points. I still see an open request from @Firefishy to use data volumes. What else is keeping that label active?
