[openstreetmap/openstreetmap-website] Add Docker Compose Support for Development Environment (#2409)

The UID matching seems a bit brittle, since it’ll be different for different users. My inclination here is to trust that someone running Docker to test changes to the OSM website will be able to handle a local directory permission change. I think it’s a lower bar to clear than running this on the underlying system.
