[openstreetmap/openstreetmap-website] Add Docker Compose Support for Development Environment (#2409)

Update on the test suite: [when running under GH Actions](https://github.com/migurski/openstreetmap-website/runs/1619876640?check_suite_focus=true), we see 7 failures, 18 errors, 0 skips. When running locally, I see 9 failures, 254 errors, 0 skips.
