[openstreetmap/openstreetmap-website] Add Docker Compose Support for Development Environment (#2409)

I believe this pretty ready to merge. @gravitystorm what do you think? Are you okay keeping the full test run in the CI under Docker even though it adds a few minutes of overhead?
