[openstreetmap/openstreetmap-website] Improve GPS trace upload UX (#2308)

The code is https://github.com/openstreetmap/openstreetmap-website/blob/master/app/controllers/api/tracepoints_controller.rb#L63 and only tracks which are both `trackable?` and `identifiable?` will reach the code that adds a link to the track node in the XML response.
