[openstreetmap/openstreetmap-website] Deprecate/Remove /api/0.6/changes endpoint (#2486)

Two adiditional options come to mind:
* any web server running on that IP (http://... or https://...)?
* check if the IP uses any of the other APIs/tiles/minutely diff/etc. The idea is that the _changes_ endpoint provides rather limited limited value on its own.
