[openstreetmap/openstreetmap-website] Headings are way too large (#2492)

#2497 was merged a week ago and fixed the excessive padding in those lists, so nothing has changed there in the last week. The text for each changeset comment tag is smaller than before that PR was merged. The overall sidepanel heading is still <h2> and that can't be changed until further refactoring is completed, but I don't think that's the highest priority anyway.
