[openstreetmap/openstreetmap-website] Policy about closing and blocking discussion on "controversial" topics (#2713)

There isn't an explicit link to JOSM on the main page. There is to the
remoteControl, which can be used by any software that listens on these
ports, but you would have to configure it yourself in order to have it
working with JOSM (or any other piece of locally installed software).
As we are on it, maybe we should hide the potlatch2 link? Maybe it could be
a user setting (which would default to hidden for new users)? I am aware
there is still a vocal legacy user base, but it really doesn't seem
appropriate to suggest to a new user to edit with a flash based editor in
2020, which also has serious issues when it comes to editing relations (at
least this is my takeaway from recent forum discussions about broken
borders).
